By submitting an application for admission to Elgin Community College (ECC), you acknowledge that the college (we) collect information provided by you in this application and that, once enrolled, we collect additional information related to your enrollment and use of ECC services as defined in the college’s Data Privacy Policy (Administrative Procedure 3.905), which is being provided to you and is available on our website at elgin.edu/about/legal-notices/procedures/data-privacy-policy.
Student Enrollment & Financial Aid Responsibility Statement:
By registering for classes at Elgin Community College (ECC), I acknowledge and agree that:
- I am at least 18 years of age or the parent/legal guardian of a student under the age of 18.
- I understand that ECC is a public institution open to all community members and administration may not be aware of everyone on campus at any given time.
- I further understand, that ECC utilizes Emergency Procedures that may not account for a student’s whereabouts at all times.
- I am financially responsible for all charges related to my registration.
- I understand that students residing outside Elgin Community College District 509 will pay a higher tuition rate unless enrolled in an eligible program covered by a joint agreement referred to at elgin.edu/academics/joint-agreements/ or other board approved arrangement or by meeting alternate residency requirements referred to at elgin.edu/about/legal-notices/procedures/student-residency-policy.
- I take responsibility for ensuring ECC has my current address, phone number, and email address and understand ECC will use this information to contact me regarding my enrollment.
- I take responsibility for reading this agreement in its entirety before I agree. I am responsible for printing a copy of this agreement for my records. If you have any questions regarding this agreement, contact the Registration & Records Office at 847-214-7393.
- I understand that the IRS requires ECC to notify students that failure to provide a SSN or TIN could result in a $50.00 penalty by the IRS to the student. While the IRS requires the college to request my SSN/TIN for tax reporting purposes, I was not required to provide it to register for classes at ECC. It is my responsibility to make sure the college has my SSN/TIN in order to issue a 1098T for the American Opportunity Tax Credit.
Dual-Credit Program Authorization to Share Information:
In accordance with FERPA guidelines, Elgin Community College, as a condition of admission and enrollment into the College’s Dual Credit program, requires written approval from the student and parents/guardian authorizing the College to share all relevant information pertaining to the student's education, including the student’s academic progress, with the College’s Academic Advising Department, Administration, and Staff, as well as the student’s secondary high school and its’ Counseling Department, Administration, and Staff.
Elgin Community College’s policy prohibits faculty and staff from sharing any student information with anyone (parents, guardians or other individuals) other than the student enrolled in the program.
Registration and Schedule Changes Acknowledgement:
- I understand that I will be issued an ECC student email address and that is my responsibility to check it regularly for registration and other college policies and information.
- I understand that if I decide not to attend the courses, which I am registering for, that it is my responsibility to drop the course(s) by the due date to avoid any financial liability. I will refer to the withdrawal policy at elgin.edu/about/legal-notices/procedures/schedule-changes-course-withdrawals-policy for details.
- I am aware that ECC does not mail statements. I understand that I must access my statement online through the student portal via accessECC and that instructions on how to set up my account will be sent to the email I provide in this application.
Student Account Acknowledgement:
- I understand that if my account has not been paid in full, awarded financial aid, or I have not set up a payment plan by the designated due date for the term which I am registering for, I may be dropped for non-payment and lose my class space. I am aware that I can find the payment due dates at elgin.edu/paymentcalendar
- I understand that if my tuition is sponsored by a third party and the third party fails to pay, the unpaid charges become my responsibility.
- I understand that ECC may use an automated calling system and a pre-recorded message or a person to contact me by phone regarding any outstanding account balance I have to any phone number that I have provided to the college.
Financial Liability Acknowledgement:
- I agree to pay all ECC charges pursuant to ECC policies. I understand that the college is advancing value to me in the form of educational services and that my right to register is expressly conditioned upon my agreement to pay institutional costs including, but not limited to, tuition, fees, and any additional costs, when those charges become due. It is my responsibility to view my charges on the student portal via accessECC and finalize payment or financial aid by the published due date.
- I understand that a past due student account balance will result in a financial hold, which prevents future registrations as well as other services being offered in accordance with college policy (see below: Suspension of Services). Delinquent student account balances may be reported to a credit bureau and referred to collection agencies or litigated. I agree to pay any costs associated with the collection of unpaid charges, including attorney fees and court costs. This agreement shall be construed in accordance with Illinois law, and any lawsuit to collect unpaid fees may be brought in the appropriate court sitting in Kane County, Illinois, regardless of my domicile at the time of bringing such action.
Suspension of Services

I understand and agree that ECC will withhold transcripts and other services if I fail to pay tuition, fees, and other institutional charges, or fail to abide by the provisions of this agreement.
ECC will prevent me from further registration activity until all outstanding balances on my student account have been satisfied in full before the registration deadline.
Federal Student Financial Aid Permission Statement (for Federal Financial Aid recipients only):
By registering for classes:
- I give ECC permission to use my federal student aid-Pell Grant, SEOG, and Direct Loans- to pay current charges that I incur for educationally related activities and any other institutional charges related to my attendance.
- I understand that at any time I may contact the Financial Aid Office to revoke this permission regarding the use of my federal student aid.
- I understand that if I do not attend my class(es), financial aid may be removed from my account and I will be responsible for all remaining charges. I understand that this could impact my financial aid eligibility for future terms.
- I am aware that if I receive financial aid, and drop a class, my aid could be reduced or removed. I will be responsible for all charges that remain on my account.
Enrollment & Financial Responsibility Agreement Renewal
I understand and agree that this Agreement is executed at the time of my enrollment for each semester/term at ECC. I further understand that the college will notify me in writing to my ECC student email to provide me with a copy of any changes or modifications ECC makes to this Agreement during a semester/term in which I am enrolled.
Disclaimer/Release of Liability
I understand that by enrolling at ECC, I am not guaranteed a degree. I agree that should I be dismissed for any reason, ECC’s liability for such dismissal would be limited to present damages consisting of lost tuition and any costs associated with attendance at ECC. In no event shall ECC’s liability exceed the total amount of fees paid to ECC, nor shall ECC be liable for incidental or consequential damages of any kind. I specifically understand and agree that I will not be entitled to seek future damages for losses incurred as a result of the failure to obtain a degree.
Acknowledgements
I understand that by checking the I ACCEPT box below, I am agreeing to all terms and conditions set forth herein above and agree to the incorporation of any other related documents. I enter into this Enrollment & Financial Responsibility Agreement with full knowledge of its legal implications and without coercion and/or promises made to me by the college. I also agree and acknowledge that prior to agreeing to this Enrollment & Responsibility Agreement, I had the right and option to discuss the terms and conditions herein with a private attorney at my sole expense.
